Carex is partnering with a Healthcare industry partner to identify a Clinical Policy Program Lead to lead a large-scale Enterprise Policy Governance, Review & Modernization Initiative. This role will provide overall program leadership for the inventory, assessment, rationalization, modernization, governance, approval, implementation, and sustainment of enterprise clinical policies and related operational documents. The Clinical Policy Program Lead will partner with executive leaders, clinicians, compliance, legal, privacy, HR, quality, operational stakeholders, and governance committees to establish a sustainable enterprise policy management framework that improves usability, strengthens regulatory compliance, reduces organizational risk, and supports long-term operational effectiveness.
What You’ll Do
- Lead the overall Enterprise Policy Governance, Review & Modernization Initiative, including project planning, stakeholder engagement, governance design, implementation planning, and program execution.
- Conduct and oversee a comprehensive inventory and assessment of clinical policies and clinically relevant operational, compliance, HR, privacy, security, and corporate policies.
- Develop and maintain regulatory, accreditation, legal, compliance, quality, credentialing, privacy, and operational policy crosswalks to identify gaps, redundancies, and areas of elevated risk.
- Design and implement an enterprise policy governance framework defining ownership, authorship, review responsibilities, approval authorities, review cadence, exception management, retention standards, and accountability structures.
- Establish a future-state policy operating model, including governance committees, approval workflows, decision rights, ownership transitions, and stakeholder responsibilities.
- Develop enterprise policy architecture defining relationships between policies, standards, procedures, guidance documents, job aids, training materials, and handbook content.
- Create policy classification standards, writing guidelines, templates, naming conventions, formatting requirements, approval documentation standards, and version control processes.
- Lead policy rationalization efforts to determine whether existing documents should be retained, revised, consolidated, converted, archived, or retired.
- Oversee the rewrite, simplification, standardization, and modernization of clinical and non-clinical policies within project scope.
- Coordinate stakeholder reviews, facilitate comment resolution, manage document revisions, and oversee end-to-end approval processes.
- Ensure policies clearly articulate organizational requirements while appropriately separating procedural content, training materials, and operational guidance.
- Establish multidisciplinary review processes that incorporate clinical, operational, compliance, legal, privacy, quality, HR, and employee experience perspectives.
- Facilitate governance committee meetings and support executive decision-making, issue resolution, and escalation management.
- Develop communication, training, acknowledgment, and policy lifecycle management frameworks.
- Define policy communication channels, training requirements, acknowledgment expectations, and ongoing maintenance processes.
- Create implementation roadmaps and change management plans supporting adoption of the future-state policy framework and transition into a new policy management platform.
- Develop governance reporting, success metrics, feedback mechanisms, and sustainment processes to support long-term program success.
What You’ll Bring
- Extensive experience leading large-scale enterprise policy governance, policy modernization, regulatory compliance, or healthcare governance initiatives.
- Strong knowledge of clinical policy management, healthcare operations, regulatory requirements, accreditation standards, compliance programs, and organizational risk management.
- Demonstrated success designing and implementing governance frameworks, operating models, and enterprise-wide policy programs.
- Experience conducting policy inventories, assessments, rationalization efforts, and enterprise document standardization initiatives.
- Proven ability to lead complex cross-functional programs involving executive leadership, clinicians, operational leaders, compliance, legal, HR, privacy, and quality stakeholders.
- Strong project and program management skills with experience managing multiple workstreams, priorities, timelines, and stakeholder groups.
- Experience facilitating governance committees, executive reviews, and decision-making forums.
- Exceptional written communication skills with demonstrated experience developing policies, standards, governance documentation, and executive-level deliverables.
- Ability to interpret and translate regulatory, legal, accreditation, and operational requirements into practical governance structures and policy frameworks.
- Strong change management, stakeholder engagement, and organizational influence skills.
- Experience managing policy review cycles, approval processes, version control, and enterprise documentation standards.
- Excellent analytical, organizational, problem-solving, and facilitation capabilities.
- Bachelor’s degree required; advanced degree in healthcare administration, nursing, public health, business administration, law, compliance, or a related field preferred.
