Carex is partnering with a Healthcare industry partner to hire a Labor Relations Project/Program Manager. This role will lead the planning, coordination, execution, and implementation of strategic labor relations initiatives while supporting the establishment of a Labor Relations function.
The Labor Relations Project/Program Manager will serve as an operational lead, creating structure and accountability across multiple workstreams while driving organizational readiness and successful program execution. This position will collaborate closely with Human Resources, Employee Relations, Legal, Operations, Communications, Compliance, and executive stakeholders to build project infrastructure, coordinate labor readiness efforts, establish governance processes, and implement sustainable labor relations practices.
The ideal candidate brings strong project and program management expertise combined with experience supporting labor relations, employee relations, workforce transformation, compliance programs, collective bargaining preparation, union preparedness, or other complex workforce initiatives. Success in this role requires the ability to translate strategic priorities into actionable plans, identify and mitigate risk, produce executive-ready reporting, and create repeatable processes that can transition effectively to a permanent Labor Relations team.

What You’ll Do
- Lead comprehensive project and program management for strategic Labor Relations initiatives, including project plans, timelines, milestones, dependencies, risks, and deliverables.
- Build and maintain a master implementation roadmap across multiple labor-related workstreams, ensuring projects remain on schedule and within scope.
- Establish project management discipline, governance processes, and accountability mechanisms for the developing Labor Relations function.
- Facilitate governance meetings, working sessions, steering committee discussions, and stakeholder meetings while maintaining clear action-item ownership and follow-through.
- Develop executive-level dashboards, status reports, steering committee updates, and other reporting mechanisms to communicate progress, risks, priorities, and decisions.
- Identify and integrate relevant internal and external data sources to support labor-related reporting and informed decision-making.
- Support the implementation of labor relations operating models, policies, procedures, playbooks, toolkits, and organizational resources.
- Coordinate labor readiness and union preparedness initiatives across HR, Employee Relations, Legal, Operations, Clinical, Communications, Compliance, and business leadership.
- Support labor risk assessment and issue escalation processes, including maintaining risk logs and recommending mitigation strategies.
- Monitor labor-related trends, organizational readiness indicators, regulatory and legislative developments, and other factors that may affect labor initiatives.
- Develop and maintain labor relations dashboards, project trackers, readiness metrics, and reporting tools.
- Coordinate labor relations training programs, leadership readiness activities, and manager education resources; some travel may be required to support training and readiness efforts.
- Partner with Communications and key stakeholders on change management initiatives, communication plans, rollout schedules, and implementation activities.
- Monitor adoption and effectiveness of labor relations processes, programs, tools, and training initiatives.
- Create and maintain project documentation, governance records, implementation materials, meeting materials, decision logs, and audit-ready records.
- Document standard operating procedures, workflows, repeatable processes, and knowledge management resources for the developing function.
- Maintain organized document repositories to ensure critical materials and deliverables are accessible and transferable.
- Develop knowledge transfer and transition plans to support the permanent Labor Relations team.
- Drive cross-functional alignment on priorities, deliverables, implementation requirements, and decision-making while ensuring consistency across labor-related initiatives.
What You’ll Bring
- Bachelor’s degree in Business, Human Resources, Organizational Development, Public Administration, or a related field.
- 7+ years of project or program management experience, including demonstrated success leading complex, cross-functional initiatives.
- 3+ years of experience supporting labor relations, with progressive labor relations experience preferred.
- Strong expertise in project planning, program implementation, governance, risk management, issue management, and stakeholder engagement.
- Experience supporting labor relations, employee relations, workforce transformation, labor compliance, collective bargaining, or related workforce initiatives.
- Experience coordinating labor readiness or union preparedness initiatives, preferably within a unionized environment.
- Ability to establish structure, accountability, and sustainable project management practices within a developing or evolving function.
- Demonstrated ability to manage multiple concurrent workstreams, dependencies, deadlines, and stakeholders.
- Experience developing executive-ready dashboards, status reports, governance materials, and decision-support reporting.
- Strong analytical skills with the ability to identify, organize, and integrate internal and external data to support decision-making.
- Exceptional organizational, documentation, and knowledge management capabilities.
- Excellent written and verbal communication skills, including the ability to communicate effectively with executive and cross-functional stakeholders.
- Advanced proficiency with Microsoft Office, collaboration platforms, and project management tools.
- Experience supporting executive governance, steering committees, and large-scale organizational change initiatives preferred.
- Experience within healthcare, behavioral health, or another highly regulated environment preferred.
- PMP, PgMP, Prosci, Lean, Six Sigma, or an equivalent project or change management certification preferred.
