Carex is partnering with a Utilities industry partner to hire an experienced Technology Project Manager to lead complex, cross-functional technology initiatives. This role will initially focus heavily on the front-end work required to translate business needs and strategic priorities into well-defined, executable projects, including business analysis, requirements discovery, business case development, solution evaluation, stakeholder alignment, governance preparation, resource planning, and project mobilization.
Contract Duration: Through June 2027
Compensation: $50-57/hr
Location: Remote, preference for candidates in Madison, WI or Cedar Rapids, IA areas
This individual will also bring the project management expertise needed to lead approved initiatives through execution, implementation, operational transition, and closeout. The ideal candidate combines strong analytical and project startup capabilities with hands-on experience delivering complex business and technology solutions in a matrixed environment.
What You'll Do
- Partner with business and technology leaders to understand strategic priorities, operational needs, business challenges, and desired outcomes.
- Lead and support business analysis activities to define business needs, clarify problems and opportunities, identify impacted stakeholders, and document high-level business and functional requirements.
- Translate strategic objectives and business needs into project concepts, business cases, charters, implementation approaches, and executable project plans.
- Facilitate discovery sessions, requirements discussions, planning workshops, and stakeholder alignment activities across business, technology, project, operational, and vendor teams.
- Develop and support business cases, funding requests, cost-benefit analyses, feasibility assessments, executive recommendations, and decision materials.
- Define measurable business outcomes, success criteria, performance measures, assumptions, dependencies, constraints, and value realization objectives.
- Evaluate solution and implementation alternatives, documenting recommendations, tradeoffs, risks, costs, resource requirements, and organizational impacts.
- Lead project startup and mobilization activities, establishing the governance, resources, plans, controls, roles, responsibilities, decision-making authority, and escalation paths required for successful delivery.
- Develop and manage project plans, schedules, budgets, forecasts, resource plans, risk management plans, communication plans, stakeholder engagement plans, and supporting project documentation.
- Assess organizational capacity, implementation readiness, project interdependencies, resource constraints, and required skill sets when recommending project timing and sequencing.
- Coordinate required governance, architecture, technology, security, sourcing, financial, operational, and leadership reviews.
- Lead approved projects through execution, monitoring and controlling, implementation, operational transition, and closeout as business and program priorities require.
- Manage project scope, costs, resources, timelines, technical objectives, performance measures, risks, issues, dependencies, and deliverables.
- Monitor project performance and address variances, barriers, resource constraints, delivery risks, and changing business priorities.
- Facilitate timely decisions and issue resolution, escalating matters through appropriate governance channels when necessary.
- Manage project dependencies while maintaining awareness of the broader program and project portfolio.
- Develop and execute stakeholder communication plans, including project status, financial, milestone, risk, issue, and progress reporting.
- Ensure project requirements, decisions, assumptions, risks, changes, and approvals are appropriately documented and traceable throughout the project lifecycle.
- Manage project budgets, forecasts, financial performance, cost estimates, and applicable vendor contracts.
- Support Requests for Proposals, vendor evaluations, negotiations, contract interpretation, vendor performance management, and project financial management.
- Partner with business owners, operational teams, technology teams, and change management resources to assess change impacts and implementation readiness.
- Incorporate communication, stakeholder engagement, training, adoption, operational readiness, and transition requirements into project plans.
- Ensure operational ownership, support responsibilities, process changes, documentation requirements, and post-implementation activities are clearly established before transition.
- Facilitate project closeout, lessons learned, and post-implementation reviews while ensuring outstanding risks, issues, decisions, and follow-up activities have defined owners.
- Provide guidance and mentoring to project team members in project management, business analysis, organizational change management, and project mobilization practices.
What You'll Bring
- 5+ years of project management experience managing medium-to-large, complex projects.
- Demonstrated experience managing technology, software implementation, enterprise application, or technology-enabled business projects.
- Demonstrated experience leading projects through initiation, planning, execution, implementation, transition, and closeout.
- Project Management Professional (PMP) certification required.
- Bachelor’s degree preferred.
- Experience working with cross-functional business, technology, project management, vendor, and operational stakeholders.
- Strong business analysis skills, including identifying business needs, facilitating requirements discussions, assessing alternatives, and translating strategic objectives into executable initiatives.
- Strong project initiation, planning, and mobilization capabilities, with experience establishing the foundation for successful project delivery.
- Ability to move effectively between strategic analysis, front-end project development, detailed planning, and hands-on project execution.
- Experience developing business cases, feasibility assessments, solution evaluations, executive recommendations, decision materials, project status reports, and presentations preferred.
- Experience establishing projects through chartering, governance preparation, resource planning, scheduling, risk assessment, and mobilization preferred.
- Experience managing vendor-delivered solutions, contracts, Requests for Proposals, and third-party project resources preferred.
- Experience supporting enterprise work and asset management, utility operations, ERP, EAM, or other large-scale business and technology initiatives preferred.
- Experience working within matrixed environments where project resources may report across multiple business or functional areas.
- Strong leadership, facilitation, collaboration, negotiation, stakeholder management, and team-building skills.
- Ability to manage ambiguity, competing priorities, dependencies, resource constraints, risks, and evolving business needs.
- Strong financial management, vendor management, governance, organizational change management, and operational readiness knowledge.
- Ability to communicate complex business and technology information clearly to project teams, business and technology leaders, governance groups, and executive stakeholders.
- Strong verbal, written, interpersonal, and presentation skills with the ability to build alignment and influence outcomes without relying on direct authority.
- Proficiency with business productivity and project management tools, including spreadsheet, presentation, collaboration, scheduling, and project reporting software.
