Position Overview
Carex is seeking an experienced IT Program Manager to lead and coordinate complex, cross-functional technology programs for our clients. This role is responsible for driving program strategy, execution, and delivery across multiple interrelated projects, ensuring alignment with business objectives, timelines, budgets, and quality standards.
The IT Program Manager serves as a strategic partner to business and technology leaders, providing governance, transparency, and leadership to ensure successful outcomes across the full program lifecycle.
Essential Duties & Responsibilities
Include, but are not limited to, the following:

Lead the planning, execution, and delivery of large-scale IT programs consisting of multiple interdependent projects.

Partner with business and technology stakeholders to define program vision, objectives, scope, and success metrics.

Establish and maintain integrated program plans, roadmaps, schedules, and budgets.

Manage program-level risks, issues, dependencies, and assumptions; proactively identify mitigation strategies and escalate when needed.

Provide governance oversight, including preparation for steering committee and executive-level reviews.

Ensure alignment across project teams by coordinating milestones, resources, timelines, and deliverables.

Monitor program performance and financials, ensuring delivery within scope, schedule, and budget.

Communicate program status, risks, and key decisions to senior leadership and stakeholders.

Drive consistent application of project and program management standards, tools, and best practices.

Partner with Project Managers, Product Managers, Scrum Masters, and technical leads to ensure effective execution.

Facilitate decision-making and resolve cross-team conflicts to maintain momentum.

Support change management efforts, including stakeholder readiness and adoption planning.

Ensure all required program documentation and artifacts are created, maintained, and compliant with governance standards.

Promote continuous improvement across delivery practices, tools, and processes.

Required Qualifications
- Bachelor’s degree in Information Technology, Business, or a related field or equivalent professional experience.
- Healthcare, EMR, and/or healthtech industry experience required.

7+ years of experience in IT project and/or program management.

Proven experience managing large, complex programs with multiple workstreams and dependencies.

Demonstrated ability to lead cross-functional teams in matrixed environments.

Strong understanding of SDLC methodologies including Agile, Scrum, and Waterfall.

Experience with program governance, financial management, risk management, and executive reporting.

Strong analytical, organizational, and problem-solving skills.

Excellent written and verbal communication skills with the ability to influence at all levels.

Proficiency with project/program management tools (e.g., MS Project, Jira, Confluence, Smartsheet, or similar).

Authorization to work in the United States without sponsorship.

Demonstrated ability to perform essential job duties with or without accommodation.
Preferred Qualifications

Experience leading enterprise technology initiatives such as system implementations, cloud migrations, data platforms, or application modernization.

Experience working in regulated environments (e.g., healthcare)

Strong executive presence with experience presenting to senior leadership.
