Carex is partnering with a Shipbuilding industry partner to hire a Senior Director of Program Management Office (PMO) located in Marinette, WI.  The ideal candidate must have experience working on sizeable projects with large federal contracts.  Shipbuilding industry highly preferred!

Relocation assistance is available, and they are open to hiring at a variety of levels.  This is a hybrid role, based in Marinette, WI.

Summary

The Senior Director of Program Management Office (PMO) is a seasoned leader responsible for overseeing the planning, execution, and delivery of strategic programs and projects across the organization. This role provides day-to-day leadership and oversight to program managers, ensuring alignment with business goals and compliance with contract and regulatory requirements. The Senior Director develops and maintains the program framework and structure that supports successful program delivery, cost control, risk mitigation, and schedule adherence. This leader collaborates across operations, technical, financial, and contract functions to drive continuous improvement and program excellence.

What You’ll Do

  • Lead and manage a team of program managers responsible for executing shipbuilding or technical programs ranging from $10 million to over $1 billion in value.

  • Oversee program schedules, budgets, and deliverables to ensure high-quality outcomes and customer satisfaction.

  • Partner with Contracts, Operations, Finance, and HR to evaluate program scope, change notices, and their impact on budgets and resources.

  • Conduct risk evaluations and proactively identify mitigation strategies.

  • Support the development of manufacturing and construction plans aligned to contract requirements and proposals.

  • Serve as a key liaison for customer and stakeholder communications, ensuring transparency, alignment, and resolution of program challenges.

  • Analyze cost and schedule data, validate alignment to work breakdown structures, and identify efficiencies and opportunities for performance improvement.

  • Establish and maintain management control systems to monitor program execution and financial health.

  • Review and approve project requisitions, labor reporting, and purchase orders to ensure accuracy and adherence to program plans.

  • Monitor and manage contract compliance and lead negotiations related to program changes.

  • Champion program excellence and ensure adherence to internal policies, safety standards, and regulatory frameworks.

What You’ll Bring

  • Bachelor’s degree required; MBA or related advanced degree preferred.

  • 12+ years of progressive leadership experience in program management, preferably in shipbuilding, engineering, or highly regulated industries.

  • 7+ years of experience leading large-scale projects or managing program teams with oversight of multiple concurrent initiatives.

  • Deep knowledge of project lifecycle management, contract oversight, scheduling, and cost control.

  • Proven ability to lead cross-functional teams, develop team capabilities, and foster a high-performance culture.

  • Experience with risk and change management, Work Breakdown Structures (WBS), and managing subcontractor relationships.

  • Proficiency in Microsoft Office and project management tools; ability to interpret complex data and financial metrics.

  • Strong negotiation, communication, and conflict resolution skills.

  • Familiarity with FAR/DAR regulations and shipbuilding or technical systems a plus.

  • Demonstrated commitment to safety, accountability, and continuous improvement.
